<p>Regarding that risk, requiring that 2 old accounts confirm a payment for the new account to become mature, would extremely reduce the impact of one of them mistankly (honestly) confirming an unexisting payment from a scammer.  Giiven that this risk is worth mitigating.</p>
<p>Furthermore, if liability / responsability is an issue (I am not sure about that), then maybe it would be worth requiring 2 of 3 payment confirmations from old owners and randomly selecting the 2 of 3 could be a solution to relieve individual users from that possible liability.</p>
