<p>This is interesting.  I guess it is possible to require the payment confirmation from a trusted user without the delay if the amount is very low.   Although this has the risk that the scammer tries to validate a stolen account hoping that the real account owner won´t notice or won´t bother to investigate a very small payment, and then after 30 days the scammer can begin to make higher payments without any delay with the stolen acount.   Anyhow, it would be unlikely that the scammer takes this strategy as the chances of being discovered and wasting the stolen account are quite high.</p>
