So for the start for our mature markets it will work fine, as the pre-condition for being aribtrator signed wasn't known and I can provide automatic signing for arbitrators for all disputes with a payout to the buyer

Fully agree, please note that my concern is only for new markets were we would need to rely on future disputes.

For new markets, the warnings for the seller could be the most practical solution. Also, if there is a group of bootstrapping people in a new market, the signing script for arbitrators could be slightly adapted for that market to sign those users, coordinating a bit the when they should set up their payment accounts so only their accounts get signed by narrowing and tailoring the account age condition for that specific market.

For future arbitration-less context, I think a local reputation system a la linkedin like @flix1 suggested here #78 (comment) would help a lot on bootstraping (and it would be also very useful for mature operation). But of course this is for future development.

But in an arbitration-less context, I still wonder for a completely new market how are the first signers going to be signed and who will be the signers. The only way I can think of it is that accounts older than a certain date can always sign. Those old accounts would need to sign each other once they reach that specific age. Then the signing process for new users would develop as normal. Is this feasible?

Do we want to have special handling for arbitrator signed accounts? So that they are able to sign immediately. All this accounts are quite old anyways.

By special handling you mean that signed accounts would be signers if "account age < 1 march" instead of needing 90 days since signing? I would say yes, so they are able to immediately sign new users. Otherwise we would have to wait other 90 days to restore normal operation.
