[bisq-contrib] New bisq-contrib list moderation rules

This list is for Bisq contributors, BSQ stakeholders and other users interested in the workings of the Bisq DAO. Posts should generally be contribution-related, though may occasionally include broader project-related discussions and announcements.

To ensure the list stays low-noise and high-value, we've just put in place rules that ensure that only list subscribers can post and that new list subscribers go through moderation first. Conference invitations and other off-topic distractions will not be allowed in the future, and anyone who does manage to post them will be evicted from the list.
