[bisq-network/proposals] Add Role Tor Relay Operator (#15)

@sqrrm, thanks for your responses. All makes sense to me so far. I'm for this, so long as you'll be on point as the _primary_ Tor Relay Operator from the get-go, and thus the one who makes sure that everything is documented, that you publish a monthly report on the Tor Relay Operator role issue, etc. Is that what you had in mind / does that work for you?
