@KodeToad If we don't get the tx broadcasted after 8 sec. it returns with a success. Often it gets successfully broadcasted but a bit delayed. In cases when it does not get broadcasted at all (as it seems in your case) then it will end up in a failed offer. 
You posted earlier that entering the pw at startup takes a long time. That is not normal and I assume that your environment is too restricted (too low RAM or CPU). Do u run it in a VM? If u had a chance to run it on another machine I would recommend to try that out.
