[bisq-network/proposals] Launch initiative to educate users about the DAO (#56)

@Emzy understood. I think it would be a good idea to prune the existing list anyway since we haven't used it for so long. 

Would you be against using your server to send people that initial message to join the new list? That would be easiest, otherwise we could find another way.
