[bisq-network/bisq] Recommended user experience is unclear during setup password/seed (#2052)

As a new user, I want to setup a wallet password to make my wallet encrypted.
I input a password and click “Set Password” button and the dialog window says:
“It is highly recommended to write down your seed words BEFORE setting a password”

I follow a recommended choice and go to Wallet Seed page
When the page is loaded, a dialog window appears and says:
“You have not setup a wallet password, which would protect the display of the seed words”

It sounds like it is recommended to set the password first. But I just came from that page and now I get a loop
EXPECTED BEHAVIOR
For a new user (a seed was never shown, or other rule), the recommendation to backup seed should not be shown, change password should proceed automatically without alerts
