[bisq-network/bisq] Update from 0.8.0 to 0.9.0 new bisq doesn't start at all (#2037)

@ManfredKarrer I believe there is an error in your release notes footnote:

> [2] Data directory (contains all Bisq data including wallet):
> C:\Users\AppData\Roaming\Bisq

Should that read C:\Users\AppData\Local\Bisq ?

(Or perhaps it's the [1] Application Directory that is in Local, I will confirm and edit if necessary when I get home)
