[bisq-network/bisq] Improve Windows installer so it deletes old app directory (#2066)

It should be possible to script deleting or renaming the folder. Looking at the [documentation](http://www.jrsoftware.org/isinfo.php#features), it mentions the following:

> Integrated Pascal scripting engine option for advanced run-time install and uninstall customization.

And after briefly familiarizing myself with the existing packaging scripts, I have realized there is room for improvement and refactoring since the process assumes the jar is built and updated on MacOS, then transferred to Windows/Linux to do the packaging. If I want to dig into this further, I will need to update the scripts to be able to build and package exclusively on Windows. Which I don't mind doing since I am interested in the process.
