[bisq-network/proposals] Remove BCH from Bisq (#61)

@rex4539 decentralized or not is irrelevant here. This software is governed by contributors and the community. If contributors propose something, and they arrive at a consensus to approve that proposal, the proposal should be implemented. That's how every other decision here is made.

In this particular case, there's been widespread support from core contributors _and_ the community, which is an unusually strong signal.
