[bisq-network/bisq] Update from 0.8.0 to 0.9.0 new bisq doesn't start at all (#2037)

I guess you mean with

**C:\Users\AppData\Local\Bisq**

and not

**C:\Users\AppData\Roaming\Bisq**

You used the same directory path twice.
