[bisq-network/proposals] Bisq Network Monitor Revisited (#62)

Ah and one more technical issue:
There is support for a [GRPC](https://grpc.io/) API in place. It is not in master yet but I can look up for the branch. It is just the sceletton to run Bisq in a headless mode with a API server and client. The work from @blabno and @mrosseel also use an API (HTTP rest) and the same integration infrastructure.
@cbeams was very interested to add GRPC.
