[bisq-network/proposals] Bisq Network Monitor Revisited (#62)

I just found that Prometheus is not that suitable for our purpose. I will try [Graphite](https://graphiteapp.org/) and [Metrics](https://metrics.dropwizard.io) as java lib. That results in pretty much the same architecture with the difference, that the *Monitor Node* **pushes** findings to the *Monitoring Service* instead of getting scraped.
