[bisq-network/proposals] Bisq remote (#25)

Here is an update of the development of the notification app

- iOS app is in the finishing state. Unfortunately iphone 6 or below does not support well notifications.
- Android app is in development
- Relay server is done (https://github.com/ManfredKarrer/bisq-relay)
- Desktop UI is done in most parts:
   - Trades, open offer taken, dispute messages
   - Price alerts
   - Market alerts domain (not UI)
