[bisq-network/proposals] Future off chain trade protocol (#32)

Will the lock time of each bond for offers be defined for each payment method? For some of them it might me quite long (e.g. SEPA: I think it is 13 months until you can't do a chargeback anymore).
So if someone in Europe wants to protect its privacy while trading she will need lots of BSQ which is locked for a time frame that will be affected by price volatility a lot I guess. But still I like the direction of the idea and I think it gives us a lot of flexibility having it ready for implementation.
