[bisq-network/proposals] Certification for ownership of a bank account (#23)

I didn't follow this proposal closely, and while it's quite outdated now (my bad) there is a lot of conversation here and it's not clear to me whether I should close it as rejected or stalled, or to do something else with it.

@ManfredKarrer could you weigh in as to how you see this proposal now, and where you want to go with it? Thanks.
