[bisq-network/proposals] Certification for ownership of a bank account (#23)

I know there are a lot of concerns around scams and how to handle charge back risk and I think this could definitely work to mitigate that. The detailed methodology sound more or less correct and would work similarly to account age witness.

However I have some concerns on the direction this steers the project. By adding this kind of account authentication Bisq is acting as some kind of guarantor for these verified accounts, much like a KYC process. By having it as an option it's not unlikely that there would be a pressure to authenticate to even get to trade at all on Bisq if BTC sellers feel this reduces the risk.

The role of 'Account Authenticator' would become another highly sensitive role, perhaps even more so than the arbitrator role and from the point of view of the Bisq network as an organization I think this makes Bisq more fragile. If there is the added possibility of identifying information being included in the authentication process there could also be outside pressure applied on these authenticators to store and share this information with the external agent.

I don't outright say no to this proposal but until I feel convinced it's a good way forward I add a down vote. Looking forward to be convinced.
