[bisq-network/proposals] Certification for ownership of a bank account (#23)

We luckily never had a stolen bank account scam so far. I just heard from one LocalBitcoins traders who got scammed 5 times in 5000 trades by such. I fear once Bisq gets more volume that those scammers will try to use Bisq for smaller amounts. Larger amounts will be harder due the account age witness feature.
