[bisq-network/proposals] Enable face to face (F2F) trade in Bisq [DRAFT] (#24)

Several comments here:

- F2F usually doesn't recquire KYC. People often use F2F for higher privacy trades.

- typical scams are fake cash and robbery. This can mostly happen for larger amounts (1k€+), but choosing a public location for trade is usually enough to avoid scammers. Also people who accept these trades also accept the risk and/or verification of the cash.

- I don't like the contract idea or the partial payment idea. For F2F we really need a mobile app interface that lets you release funds in the moment. I have found security codes to be pretty useless with instant releases. You usually have internet to check your wallet/app, you don't need an sms code to check...

- Regarding the blackmail issue, that is only an issue if you enforce escrow/release of the trade. You could let it be cancelled like on localbitcoins. The problem with that process is that people may cancel the trade and do it off-bisq, through their own wallets, to avoid fees and deposits. But if they feel they don't trust the other party they will let the bisq process complete.
