I like the overall idea. It borrows alot from paypal's bank account verification procedure, except it puts the responsibility on the peers. I don't mind this at all, I like the tradeoffs. It will put a lot of difficulties onto a phishing scammer, while not giving the seller the burden of storing KYC private documents. I like the branch withdraw idea the most, since the value can be in cents and allows for a reference to be put, unlike on an ATM.

What if there is no verification agent at all, and you give each seller the responsibility of checking the pageSigner document? The seller was already getting the private information that you agreed to share before, Now he further needs to check that the correct withdraw was done.

I would be totally fine with this as a seller (as long as I can't think of easy tricks a scammer can do), and if i'm a buyer I only have to do 1 withdraw per bank account, seems reasonable...
