[bisq-network/roles] Payment Method Maintainer (#38)

Note, @alfsbs and all that I've just removed the `help wanted` label from this role. It would still be good to have a secondary role owner to work with @alfsbs and be able to pick stuff up in his absence, but this is no longer a role that has no owner or otherwise needs to be handed off urgently to someone else, thus the removal of the label.
