[bisq-network/bisq-desktop] Inactive Bisq App on OSX not showing all offers (#1576)

I observed that my Bisq app running in background does not show all offers. Only after activating by bringing into foreground it catches up to the nr. of offers matching the monitor nodes (about 120-150). 
I have not seen that behavior earlier, so I assume some change in the OS has caused that (e.g. apps which are not active gets less network and/or runtime resources). 
Does anyone know about that or wants to investigate that? It might be a reason for failed trades if a taker tries to take an offer but the makers OS limits network connectivity or has reduced runtime resources and the app might not update as expected its internal state (e.g. timers checking the TTL of offers).
