[bisq-network/bisq-monitor] Monitor price feeds of price nodes (#7)

We got recently one price node which was in an error state and delivered outdated price data (See also https://github.com/bisq-network/bisq-pricenode/issues/13).
We should add a check to compare all price feeds of all price-nodes for specific currencies to detect if one node is out of sync.
We should have at least 1 currency per price provider. E.g. USD for BTCAverage, XMR for Polonies and one rare altcoin which is not listed on Poloniex so we get it only from CMC. 

Additionally it would be nice to have requests to other price provider sources to see if our primary price providers are delivering realistic data. 
E.g. Request from Kraken the USD and EUR price and compare it with BTCAverage to see if it is in a certain tolerance range. If not send an alert message to the Slack channel (#bisq-monitor). 
But that feature could be added in a second phase and could be part of the another open issue for getting more resilience for the price providers
