[bisq-network/bisq-docs] [WIP] Produce a 'getting started' guide (#45)

@cbeams from my end this is now a release candidate (pending concerns [listed here](https://github.com/bisq-network/bisq-docs/pull/45#issuecomment-388458085)). It covers all the content I think it should. 

With that said, a document like this is never really done, so I'll continue tweaking it, but I think feedback from others is what will get this thing into final form.
