[bisq-network/bisq-core] Increase TTL for Alert and Filter (#112)

In times when we have longer release cycles the 2 months TTL for the update (alert) message is not enough. The filter message was just 30 days before, so that would require a republishing before it expires. 90 days gives us more time to add changes to the next release (like filtering Venmo an Cashapp).
