[bisq-network/bisq] Add dev setup guide (#1852)

A few additional comments:
- I think some of the md files under the misc sub folder should likely be up a level rather than hidden away. Are we planning on migrating all wiki content here? If so, perhaps should separate various topics into separate md files?
- Perhaps the sh files should not even be under the doc folder (maybe something like under a scripts folder?)
- Are the files under outdated folder necessary to keep around, or should they just be removed?
