[bisq-network/roles] Payment Method Maintainer (#38)

@alfsbs, I think it might be best to do away with the dedicated bisq-network/payment-methods repository, and to move all the issues there into the main bisq-network/bisq repository. There are a few reasons for this:

1. There are already a lot of payment-method related issues in the main repo, and that's a natural place for people to think about adding them
2. We've recently reconsolidated into the main repo there, and so it's a good time to do that with payment-methods too.
3. Having the payment method issues in the main repo will make it easier and more natural to associate them with code changes in that repo.
4. There isn't much value in having the separate repo, other than keeping these issues out of the sight of main repository maintainers, but it's probably best that they *do* see them anyway.

Your role would stay the same, you'd just be commenting on issues in the main repo instead of the dedicated one.
