[bisq-network/roles] Payment Method Maintainer (#38)

All issues (both open and closed) in the bisq-network/payment-methods repository have been moved into the main bisq-network/bisq repository, assigned to @alfsbs and labeled as `in:payment-methods`. The payment-methods repository has also been deleted.

@ManfredKarrer and @ripcurlx, please assign and label any new incoming payment method issues the same way.
