[bisq-network/bisq] engage commandline argument parser (#1903)

As discussed in the torrc pull request (https://github.com/bisq-network/bisq/pull/1893#discussion_r231907809) this enables the JOptSimple commandline argument parser and thus, allows instant feedback on an ill-formed commandline argument.
