@chris-belcher The BTC in the trade are sent to the receiver address (can be a burner address as well or the Bisq donation address). So any attack would only make sense from that receivers perspective (e.g. If it is the Tor project and Tor supporters try to "donate" the BTC sellers funds there). The DAO staketholder do not need to reimburse and in cases of massive requests will highly likely not do that. 
Voting is based on meritocracy not pure stake based. So buying up voting power is very expensive and then the attacker is a majority stakeholder who would risk his investment if creating damage.

A majority attack (if >50% of stakeholders - incl. meriticracy) is always possible but its irrational and would prooke a fork.
