[bisq-network/bisq] Improve fee estimation (#1077)

Please study the design of the relevant pricenode code, particularly `BitcoinFeeRateProvider` and its service provider interface `FeeRateProvider` before implementing anything. A first step would be to implement and test a `WhatTheFeeFeeRateProvider`. A second step would be to look at how to integrate it into the app, compare it against results with the existing (earn.com) `BitcoinFeeRateProvider`, etc.
