[bisq-network/bisq] Launching installation executable on Windows 10 triggers Windows Defender SmartScreen (#1952)

Launching the installation exe on Windows 10 encounters the following:

To actually install you have to select `More info` and then click `Run anyway`.

Investigate how to prevent this when we package the exe. Perhaps we should also look into the possibility of signing the executable.
