[bisq-network/bisq] Portable version (#1962)

Bisq doesn't leave a trace outside the application directory. Any idea how to run the app without installation? I doubt that is possible. On OSX you can run it from the dmg file (mounted disk) but on other OS, specailly on Windows i think that is not possible.
