... but a scammer will very probably use a different BTC address and a different onion each time. In which case it's impossible to detect that it's the same guy scamming.
The only barrier is the account age which will limit the amount of scams. But even with that, a scammer can open fresh new accounts regularly.

But I imagine 100% safety is unachievable and a rational compromise has to be built between protecting against rare case and protection costs for everybody/everyday usability.

On the general way I find this proposal very interesting on several angles. Thanks for all the thinking !
I'm also confident that good solutions can (and will) be found for all the points of detail.
Reducing the number of involved tx would eg be fine.
