[bisq-network/bisq] Request for PGP field in account setup (#1678)

Want to log this request for anyone that may want to take it on, i know that dev resources are limited at the moment.
For payment methods that allow p2p/email communications, provide a field for users to enter their PGP key for private comms. Thx,
