[bisq-network/bitcoinj] Revert changes with broadcastToAllPeers (5a6bc4a)

If you broadcast to all peers, you will not receive a notification (an inv message that the transaction was received and transmitted throughout the network) regarding that transaction unless another bitcoinj connects to another node.  Bitcoin Core does not send INV messages of transactions to the nodes that sent them the transactions.  That is why this is set up to broadcast the transaction to some nodes and listen to the others for INV messages with the transaction hash.
