[bisq-network/bisq] Not all offers were visible in the offer book (#1709)

I will close that for now as I don't see any action to be taken. The PR fixing the OSX standby mode issue is merged, that could have been part of the observed behavior. Beside that it is expected P2P network behavior that number of offers is not exactly the same on different nodes. 
Feel free to re-open in case you see need for more discussion.
