[bisq-network/bisq] Not all offers were visible in the offer book (#1709)

If a OSX maker gets set into AppNap mode or standby his app will not republish his offer and then on your side his offer gets removed after a timeout of 7 minutes.  The bad thing with AppNap is that people  (including myself) are not aware of that and that a user might switch back online once his app is visible again on his screen. So his offer availability can toggle between online/offline.
So you cannot do so much here, it is more the sum of makers who might go online/offline frequently. 

After then next release, once most users have updated the number of offers should be more consistent if that was the main reason for it.
