[bisq-network/bisq] List Blur (BLUR) (#1723)

[The Blur Network]

The address tests for the CryptonoteAddressValidator are failing for Blur addresses.  However, they work properly on https://xmr.llcoins.net/addresstests.html.  

I'm looking into what the issue is, and will submit a separate PR if it is due to the checksum, with a solution.  Something is causing the prefix of "bL" (netbyte = cd3c) to result in 97-character address, and the code in bisq-network/bisq/pull/1683 is expecting only 96.
