[bisq-network/bisq] Indicate when in the voting phase or when vote results are available (#2645)

For example, show an icon over the DAO button to indicate user action is requested/required.

I am not sure whether we want to always indicate when in the proposal, voting, or vote result phases (may be unnecessary/annoying to some users). At the least, in the following scenarios:

- in blind vote phase and the user submitted a proposal in the current cycle
- in vote result phase and the user voted in the current cycle
