[bisq-network/bisq] When restoring wallet from seed, vote weight from earned BSQ is reset to 0 (#2650)

When restoring the wallet from seed words, the BSQ balance is restored, but the vote weight from earned BSQ is reset to 0.

This seems worry some as it would prevent contributors from starting over with a fresh data directory and importing their wallet from seed (either intentionally or if they lost access to their data directory), without losing their earned merit.
