[bisq-network/bisq-docs] [WIP] Add dao reference doc (#123)

This pull request includes:

* a slight reorganization of the docs index page to create a new DAO section
* user reference doc to be a comprehensive user-oriented reference for the DAO
* warning for custom BSQ transactions
* DAO emergency plan

**This PR is ready for review.** 

I marked it [WIP] because it includes numbers and links that won't be known until the DAO is launched (e.g., genesis distribution details). I can take those numbers out if we would prefer to have this doc live before the DAO launch. 

Otherwise it can be made ready to go live at the same moment we press the launch button.
