[bisq-network/bisq] Update prompt not shown on Windows (#2729)

What are the values for `AppOptionKeys.USE_DEV_PRIVILEGE_KEYS` and `AppOptionKeys.IGNORE_DEV_MSG_KEY`? This is relevant for your Regtest message filtering.
