[bisq-network/proposals] Delay payout for Fiat trades if buyers account is fresh (#77)

The idea above could be improved by departing from a more manually curated group ot trusted bisq users. In any case the core idea is that there is some kind of initial source of reputation from a specific group of users that through real trades grant reputation to new bisq users.  Of course, this only works under the assumption that reputed users are doing real fiat trades.
