[bisq-network/proposals] Delay payout for Fiat trades if buyers account is fresh (#77)

I didn´t mention the loss of the security deposit because it is obvious.  Indeed, I have even proposed long term security deposits (more than three months) as an optional "certification" procedure for new users (see here: https://github.com/bisq-network/proposals/issues/23#issuecomment-482959414).  I just wanted to highlight that we should consider into the equation that the stolen account has some value for the scammer.

Regarding the delay and the account age, I think that if we underestimate scammer patience, the account age parameter could become dangerously missleading.  As I explain above, I believe account age should only start to count if payment has been confirmed by an old account.
