I tend to agree with flix1.
I'm not convinced with using delay as a relevant tool here.
It may harm the application usage, and at the end just push the problem a bit further. So in the long term it will bring nothing, at the price of damaging the appli.
Higher deposit seems me a more relevant "fly to quality". Ring of trust also.
And also blacklisting encrypted IBANs in a publicly maintained list as I suggest in https://github.com/bisq-network/proposals/issues/27#event-2291785175
