I'm also concerned/horrified with using government tools to do our job.
Bisq is by itself a network of trust, if we have to use/issue certificates, it would seem me so much natural 
to search that in our own network, than to return in governmummy's skirts.

And in a general way, a negative reputation system concerning 0.1% of the users is more efficient and fair than a positive reputation system with concerns 99.9% of users in order to catch the 0.1% bad ones. Positive reputation system is used by govs, that says a lot I find.
