Fully agree with @flix1 on the drawbacks and that fraudsters will be always a minority.  But not having any delay is a red carpet welcoming the use of stolen accounts.  For example having a minimum delay of 2 or 3 working days (which is happening already in many trades) would make a huge difference from not having a delay at all for new accounts.  

Regarding Harry concerns, I agree it might harm application usage, but chargebacks will also harm application usage, there are not so many banks, and as chargebacks occur bisq users will be banned, specially the most active ones which are the ones that provide liquidity and make the system usable.
