In fact I had that in mind : https://en.wikipedia.org/wiki/Web_of_trust
It's just that the Bisq network itself is 99.9% of honest users. And thus, there is no need to a "better" proof of confidence than itself. No need imo to use old gov tools.
btw, I'm quite confident that the new protocol proposed by Manfred (based on a big deposit/bond as far as I understand) is a long-term solution to scammers issue, at least on the makers side.
We had probably a better time bringing users there than adding patches engineered too rapidly.
